The real story behind Mattel’s apology to China

Why an apology to China after so much recall? Why was it recalled under the pretext of “lead” and not the real reason “magnets”? Why didn’t Mattel check the quality of the outsourced manufacturing before shipment to customers and stores if the fault was really in manufacturing?
Now Mattel is saying the real problem comes from the design. If this is true, why Mattel didn’t disclose this in the first place? Is Mattel now trying to save the relationship with China because Mattel saves a lot of money from cheap labour and get lots of customers there?
